Mark Taylor MSc CBCI – Operations Director for State 21 Mark is a recently retired UK senior police officer with 30 years operational police experience. Along with recently acquired experience of operating in consultancy roles within the NHS and commercial sector, Mark has a background in managing projects, teams and otherwise operating at a force, national and international level. He is a skilled and accomplished professional, with a flair for innovation and continuous improvement, an eye for detail and always a focus on delivering the best possible product or outcome, on budget and on time. Specific areas of expertise include emergency and operational planning; crisis, public order, Chemical Biological Radiological Nuclear and Explosive (CBRNE), critical and major incident management, command, control and co-ordination; organisational learning and change management; training/exercise design, development and delivery; business continuity management; conflict mediation and project/programme management. Mark is also an Associate Lecturer at a number of Universities.
