  Richard Rowland (MSt Cantab, MSt Cantab, CMgr FCMI) is the managing Director of State 21 Ltd. Richard served as a police officer in Hampshire Constabulary, achieving the rank of Chief Superintendent. His experience covers both operational and organisational leadership, major project management, significant change management, technology insertion and major event management. An experienced leader, Richard was the commander for the Diamond Jubilee celebrations in Hampshire and since his retirement from the force in 2014 he has taken up two Directorships and also chairs a regional advisory committee to all three armed forces.
